Question about the law and paying legal fees?

I know that in civil court, sometimes if the plaintiff loses the judge will order that they pay the legal fees of the defendant, but is there a limit for how expensive a lawyer the defendant can make claims on and stuff? Because it seems like they could just say they hired the most expensive lawyer ever and be in cahoots w/the lawyer to cash in on that
