Service of process by mail (Pennsylvania)?

When a defendant is being served by mail, must the plaintiff be the one to mail it, or can someone else (friend, family member, attorney, etc) mail it on behalf of the plaintiff? And if someone else mails it for the plaintiff, does the person who mailed it fill out the return of service, or does the plaintiff fill it out even if they didn�t personally mail it?
