Why would the Taiwanese try to sue the ROC in a US District court?

They are unlikely to get anywhere with it, it suits the interests of the American government to keep the issue on the boiling plate as a convienient way to get rid of older assets and test new technologies against other equally spectacularily wasteful and overkilling technologies so the pointy heads can get some stats and call it 'real field information'.
