If a person owns a $10000.00 home how can they be declared poor and indigent illinois?

i am a plaintiff and i sued this person in civil court for fraud and i have personnel knowledge the defendant receives over $4,000.00 in income from state funding of foster care and this person owns a $10000.00 home , how can a judge grant her petition to have fees waived as she did and have chicago volunteer legal clinic represent her for free.
